2021 Rule 5 Protections and a Little More

In a major upset, the Phillies announced the players they would add to their 40-man roster well in advance of the 6:00 PM deadline.  These players will be protected from the Rule 5 draft that is scheduled to be held on the last day of the winter meetings.  If one is held.

The Rule 5 Draft is scheduled to be held on December 8th.  The threatened lockout, if it occurs before this date, would postpone the Major League portion of the draft.  The Triple-A portion would still be held.

The Phillies protected 3 players – SS Luis Garcia, RHP James McArthur, and RF Jhailyn Ortiz.

The Phillies finally posted a transaction from October that moved CF Simon Muzziotti to the 40-man roster.  As recently as last night, Muzziotti was still assigned to Lehigh Valley and not on the 40.

In addition, the Phillies claimed LHP Kent Emmanuel off waivers from Houston.  He also goes on the 40.

The addition of these 5 players brings the 40-man roster to 36 players.

The Phillies also signed 4 free agents recently.  RHP Adilson Peralta and OF Jerffson Pena were signed as international free agents and assigned to the DSL teams.  RHP Bubby Rossman was signed out of Indy ball.  Looking at his BB and K, I would surmise he has a big arm.  RHP Tyler Phillips was signed a couple weeks ago. He was with Reading last season after being claimed on waivers from Texas and DFA/released in September.

  • 11/19/21 – Phillies selected the contract of SS Luis Garcia from Jersey Shore
  • 11/19/21 – Phillies selected the contract of RHP James McArthur from Reading
  • 11/19/21 – Phillies selected the contract of RF Jhailyn Ortiz from Reading
  • 11/19/21 – Phillies claimed LHP Kent Emanuel off waivers from HOU
  • 11/16/21 – Phillies signed FA RHP Adilson Peralta to a minor league contract
  • 11/16/21 – Phillies signed FA OF Jerffson Pena to a minor league contract
  • 11/09/21 – Phillies signed FA RHP Bubby Rossman to a minor league contract
  • 11/06/21 – Phillies signed FA RHP Tyler Phillips to a minor league contract
  • 10/04/21 – Phillies recalled CF Simon Muzziotti from Lehigh Valley

  1. so, this is probably obvious to all but me, but who is on the hook for Scott Kingery’s 6 million per year salary for the next two years if he is claimed?

  2. Those are the 4 I expected (including Muzziotti). With 4 open spots, I’m expecting they’ll need more and will need to drop or trade a few currently on the 40.

    1. I would think “drop” is more likely. While I expect the Phillies to trade to fill some of their holes, I think it’s a stretch to think we’ll be able to pull off a “we’ll give you 2 or 3 guys off our 40 for one of yours” type of trade. But, I hope they can.

    2. If they plan on participating in the Rule 5 for just one selection, they will need to top off the 40 roster @ 39.

  3. We’ll probably need to add Nick Nelson to the 40. Phillies just picked him up along with catcher Donny Sands from the Yankees for TJ Rumfield and Joel Valdez (DSL). And maybe Donny Sands needs to be protected. He hit .261/.326/.466/.793 with 16 Dbls, 18 HRs and 56 RBIs. He looks like he could be in the running for backup C.
