I hate to put a guy who just had TJ surgery in the top ten, but Drabek it is….
The next three are Harman, Happ and Drabek. Agreed that Drabek has the highest upside of these three, but I am concerned about overuse in high school and the injury. I hope he proves my concerns to be unfounded.

Hmm – I was torn between CJ Henry and Welinson Baez – so since I can’t make up my mind on those two guess I have to go Drabek.

I think Drabek can return to top form, but when it comes to TJ surgery, you’re looking at the season AFTER next before you can really judge. Frankly, he has a lot to prove before he merits top ten again.
I am going to throw a contrary pick out there. Edgar Garcia. Admittedly he had a bad stretch in the middle of the year. But he straightened out at Williamsport and finished strongly at Lakewood. In terms of stuff he would have been a little behind Drabek in the rankings, but the Tommy John surgery makes him a better bet IMO to succeed.
In somewhat similar fashion Carrasco got downgraded after his ugly Lakewood year 2 years ago. Garcia is a year older and his K numbers are a little shaky, but the reports on his stuff are still solid.

Not sold yet on Dominic Brown or even D’Arby Myers yet to throw them into the Top-10. But, I think both have the potential to be great players for the Phillies in the future.
I’m going to vote Kyle Drabek here. I want to say JA Happ, but Drabek is still so very young with a lot of growth and development left. TJ surgery is most likely going to make his shoulder/arm stronger. When drafted, he was probably a 3-5 year type of investment. He’s hard barely a year of full pitching work on his shoulder, I believe. A good thing.
He’s a great young talent. And I think he’s got a very, very, very bright future with this club as a pitcher. I’m very, very, very interested to see how this young man bounces back from the surgery. This is probably the first time he’s had his back against the wall like this.

I’m not liking Carpenter at #6.
His ceiling is a #4 starter. I like my top prospects who have a HIGH ceiling. But I guess you can’t count out Carpenter’s production.

What happened to all the Harman guys? I’m always cautious about a significant surgery. Drabek’s young and if you must have this surgery, now is the time. But…

I don’t know if I’m too late to jump in, but I just can’t vote for a guy who is having reconstructive surgery that takes over a year to recover from. Yeah, the recovery rate is almost perfect, and a lot of pitchers come back throwing harder, but… the guy just suffered a major injury.
So that leaves it between Harman and Happ. Given that Harman took some big leaps forward this year, and Happ struggled a bit (granted, he was injured), I have to go with Harman. Still, I bet Happ comes out of Spring Training this year as the #5 starter.
